A detailed Traffic Impact Assessment (TIA) was completed by CTS Traffic Engineers specifically for this project. Their analysis shows:

• 5 vehicle trips (1 inbound, 4 outbound) during the morning peak hour

• 6 vehicle trips (4 inbound, 2 outbound) during the afternoon peak hour

This level of traffic generation is considered extremely low for a residential development of this size. CTS also noted that the surrounding transportation network is highly accessible for public transit, walking, and cycling, which helps reduce vehicle dependency.

In addition:

• The District requires 9 parking stalls for a development of this scale.

• This proposal provides 18 underground parking stalls, doubling the minimum requirement.

• Underground parking minimizes on-street parking pressure and reduces the visual impact of vehicles on the neighbourhood.

Overall, based on professional engineering review, the project is not expected to cause any measurable traffic impact.

The project has been designed to be compatible with the existing single-family context along Marine Drive and Ferndale Avenue. Key design features include:

• A townhouse form that resembles large single-family homes when viewed from the street

• High-quality materials consistent with District of West Vancouver standards

• Careful massing and rooflines to ensure a smooth transition from adjacent homes

• A willingness to refine the design further based on community and staff feedback

The goal is to introduce housing diversity while maintaining neighbourhood character.

Several measures have been incorporated to reduce overlook and protect the privacy of nearby properties:

• Landscape buffers and increased vegetation along shared property lines

• A combination of 2- and 3-storey units to reduce building height near neighbours

• Limited side-facing windows to minimize direct sightlines

• Increased setbacks on all sides compared to earlier concepts (2021 and 2022 designs)

Privacy was a key consideration throughout the redesign process.

This concern has been acknowledged and is being addressed through the development process.

• The District may require land dedication along Ferndale Avenue to widen the right-of-way.

• The building design incorporates greater setbacks to support potential road improvements.

• As part of rezoning conditions, Ferndale Avenue may undergo upgrades (curb/sidewalk, pavement, access improvements).

• If needed, the applicant is prepared to work with the District on implementing No Stopping signage to prevent on-street parking and ensure emergency access.

Emergency vehicle access is a mandatory requirement for approval—this will be fully reviewed by the District’s Fire & Engineering Departments.

As part of the rezoning and development review process, the District’s Engineering Department evaluates the capacity of all existing utilities. If any infrastructure is found to be insufficient, the upgrades become developer-funded requirements as a condition of approval.

This ensures that new development does not place additional strain on municipal services.
